As an admin, I want my employees to be able to request a particular card transaction to be assigned to a budget. This transaction could be linked to no budget to begin with. The idea is to empower employees to map their transactions correctly to various budgets they are part of. Could also allow me to assign just one physical card to the employee - so that they can spend at offline merchants seamlessly and worry about the mapping later if required
